The need to rearm is more likely scenario. The pattern works consistently in this 4-step process:

1) palestinians blow up bombs, shoot rockets etc. ('let's piss off Israelis' stage) - nobody in the world gives a hoot, acting like they're planting crops
2) Israelis finally say 'enough is enough' and start retaliating accordingly ('you'll be sorry, palestinians, you started this' stage) - the world/UN is beginning to notice that this needs to be addressed
3) palestinians are defiant and loud, fighting as if they had an iota of chance to succeed, hiding among civilians whenever possible (the hezbollah approach) - the world/UN begin to demand immediate cease fire (makes one wonder where the he...

4) The external noise, including US begins to suggest that it's time to quit (for now anyway). Israel continues as before, palestinians begin to see they're losing big time and start to panic, expressing agreement for an 'unconditional' cease fire ('we need to rearm' stage)
5) Hostilities end, Israelis pull back, palestinians begin the rearming cycle threatening to really let Israel have it going forward (UN acts like it brokered something, although it's nothing and won't last)

And the cycle repeats after a certain time frame. It's consistently sad, pathetic and... true.
