This story was a hoax. It never happened.

The original perpetrator was Doug Thompson from the "Capitol Hill Blue" site. He later published a full retraction and apology in Truthout:
Any news publication exists on the trust of its readers. Because I depended on a source that was not credible, I violated the trust that the readers of Capitol Hill Blue placed in me.

Afterward, the primary blog responsible for spreading the hoax published a lengthy apology:

I googled the expression before I clipped it and got 471,000 hits. I looked at about 6-7 before clipping this. None mentioned it was a spoof. I am NOT an investigative journalist, just a clipper. Should I have checked all 471,000 hits before clipping, do you think?

That's what clipping is about. We clip and get the info corroborated, refuted or supplemented. That's just the way clipmarks works. Sorry if it makes your eyes roll. Haha!

Did he actually say it? Is the source credible? I dunno - I'm familiar with the apology and retraction.

Whether he said it or not, he acts like it. BTW, whitehouse.gov isn't exactly a reliable source either. Do a search for f.ex."Iraq weapons of mass destruction" and this comes up:

I have just clipped a clip about that exact Executive Order. It is very frightening indeed if true. If it's true, a Dictator has just been born and God help us all.
