Do they have those choices in all Arab countries?

Most likely yes, unless they live in war-torn countries like Somalia, Iraq, etc. But the freedom to acquire such opportunities may also depend on the economy of the country and some cultural mis perceptions. My point is, like any country and any human situation, the freedom to excel is available, it just depends on how one achieves it based on the different circumstances.
