For some reason when I was reading this article all I could think about was tron.

It's interesting (and scary) to see how China is sitting back watching the U.S. fight the "war on terror" while they build up and prepare for what's next. By then, we'll likely be significantly behind as far as resources and preparedness.

I disagree, being at war spurs technological advancement in warfare, which also usually leads to practical applications of those innovations.

Yes, but they get to sit back, analyze what you (and others) do right & wrong & then train their people based on lessons learned. They also get to see what tools work well, which fail, etc. All without having to spend Billions/day on it all...
