I don't think we have even most of these:

1) Terrifying enemy invoked - this one we have.
2) Gulag - Guantanamo Bay is way to small and limited to match this, and the legal challenges are preventing it from being used more extensively.
3) Thug caste - What could match this, Blackwater? The US has nothing like the Brown Shirts or the SS who could be used to physically assault political opponents and independent press.
4) Set up internal surveillance system - not sure how much of this we have, we need move oversight.
5) Harass citizen groups - we don't have nearly as much of this as we had in the 60s.
6) Arbitrary detention and release - only in a very limited way associated with Guantanamo,...

9) For Bush, dissent equals disloyalty, but the attorney firing scandal shows he can't get away with it beyond a limited sphere.
10) Legal challenges have been successfully mounted to some of the worst of the abuses, showing that the rule of law still applies.

2.our very penal system is a gulag with 50% of the 3 million people in USA prisons there for excessive drug-related charges, the young, black and potentially disruptive to the powers-that be.
3. It's more than just Blackwater--other Haliburton subsidiaries are building "Detention camps" and given any excuse (due to Presidential orders) the potential is there.
4. With the Telecom Co.'s cooperating, who knows what the admin is doing?

10. Not nearly enough and when the loaded Supreme court starts making rulings (some have already happened) we'll see about the "rule of law".
And all that doesn't even cover the complicity of Congress in this war (5 FUCKIN' YEARS and STILL NO END IN SIGHT), a million Iraqis dead and who knows how many innocent Afghanis?
