However, this article made me think whether or not having access to the Internet is the issue. Especially when I see the statistic that only 29% of people who haven't graduated high school have Internet access.

Is the real issue education? Is it not that some groups don't have access to the Internet, but that the lack of quality education they receive leads them to not realize or understand why access to information on the net is so valuable?

I don't know the answer to the question, but I do know our public school systems are terrible in many places. Maybe we need to focus on educating our youth. If we don't, even if they do get Internet access, what will they really do with it?
