There are a lot of things threatening the Palestinian children, from both sides. However, it is entirely the fault of Israel for creating the atmosphere in the Palestinian Territories that brought about the deviant mental concept of using children as human shields. Those people are hoping that the IDF will at least show enough restraint that they won't kill children. Unfortunately, Israel has show that it lacks that restraint — they don't shoot them, but they don't hesitate to drop bombs on their homes and schools.
