That is due to the difference between Req and Rpol (6378-6357) km, which is 21 km.

When I was a kid, I had a lot of the paperback "Believe It or Not!" books, and I remember this item from one that was culled from the newspapers of 1947. It sticks with me because I happened to mention it in a geography class and the teacher refused to accept Ripley as a valid reference.
