Luckily GPS isn't all that reliable nor is it difficult to block or disable. My TomTom looses itself often under heavy canopy or tall buildings so there is no way this will ever work. Not to mention you could just cove the receiver with aluminum foil and viola, You never left the driveway all year

But this will be compassionately administered by high-powered government bureaucrats who will develop all kinds of assistance plans to help the rural, the poor, the blind - why in 10 years there might be more people administering the mileage plans and taxes than people driving.
