Manipulation of statements and facts is an old trick when it comes to partisan politics. Obviously the situation has become worse than ever. Partisans have learned their lessons well as to how to make things appear as they wish them to, no matter who they have to misquote or what situation they have to lie about. I wish I could say that the Bush team invented these tactics, but the best I can do is to say that they perfected them.
