Why is it that New Orleans - a strategically critical US port - is portrayed as doomed and beyond saving when proven solutions to the flooding problem there are readily available?

Some New Orleanians recently took a trip to Holland to see the flood control systems they have there.

In my view Katrina was a retaliation against rebellious spot inside conservative south. Establishment just let it happen. It was in the air long time before. Mardi Gras with ancient customs of trowing beads from balkonies in French Quarter... Canal street for next morning... Surrounding parishes... Street performers...
