This is a perfect example of how local communities can get things done without wasting money. The only reason gov't could not have done it so fast is because of archiac laws and processes that are in place that allowing contracting companies to take advantage of any $$ being put out for items like this and it is even worse a Federal level. One can't blame government employees since many want things to get done faster, better, and at a lower cost, but lobbyists, congress, and others get in the way and force them to spend our taxes dollars with specific contractors, etc.

This example here shows that many have been milking the government (local, state, fed) out of $ for years and continue to do so with projects that can be done in days or weeks, instead of months or years. It is our tax dollars being wasted and it is time that we start demanding faster and less expensive delivery cycles at all levels of government and letting government managers get the best labor and the cheapest
