Yet, within a few years, investors were again snapping up emerging-market bonds and lending to the very Latin-American countries that had started all the trouble. (Argentina, in fact, would go on default again, in 2001.) A 2003 International Monetary Fund study that looked at government borrowing since 1982 found that investors tended not to punish defaulting countries by cutting off access to credit.
