Yep, and the lisbon treaty enshrines this.
This is my reason to vote no (besides the actual text which will be inserted into our constitution. No mention of that in our media. For those who are interested have a look at page 8, Part 2, article 11 beginning with "No provision..." )

From a legal point of view, this [EUHRC] has more holes than all the lawyers in Dublin castle.
