I can't believe this. This girl calls the Brithish equivalent of 911, and they just hang up on her. Thus automatic disconnect thing needs to stop--it has already caused one girl her life to come to a very horrible death.

This is one of those tragedies one hears about. You can't blame the operator, this was a design 'flaw'. You have to understand how many calls they get from accidentaly placed calls. I have done it myself, though not to 911 (usually last number dialed). So it is understandable that they would have a cut off of some kind, but maybe they could put in an operator override? (I don't know if it would have helped in this case)
