Walking to the school also is not permitted.

Good lord. That's ludicrous.

Question is: what is route 9 like? according to the article, heavy traffic, no bike lanes, no sidewalks, crosswalks, and a business district. There are pictures in the article, traffic appears heavy. Just because they can, the question is should they, safety wise? There is such a thing as cutting off your nose to spite your face to prove a point. From the amount of traffic in the picture, why would one want to ride a bike on that road? Bike riders are easily hidden in car's blind spots. yes, yes, I know, thinking green. But in a collision, I'd rather be in my car than on a bicycle, the car will win over the bike rider every time. Physics laws will prevail.

It doesn't matter what the route to the school is like. The point is that it is the responsibility of the parents, not the school to determine how the kids get to school.

oh gosh...in a perfect world.
on the busy residential road that runs past the front of my kids school, it's pretty common to see lazy parents sitting in their vehicle while their kids cross traffic (and yes, almost get hit) on any morning. I don't agree that a step like that should be necessary, but maybe the school felt like they had to try to protect kids that their parents weren't protecting.
