I don't know any about the social structure in Syracuse, but I can tell you about a baggage-blastoff-borderline in Berlin. If in our quarter any envelope or small box with white powder will be found, somebody who see this may change to the other side of the street, and anybody will inconspicuous walk off with it and taste around the next corner what he got!
