Aren't Arizona, Nevada, and New Mexico mostly desert already? If they only get a few inches of rain per year, any slight variance doesn't alter the part about them having deserts. Of course there's no relief in sight, they're deserts. Now, if this were Seattle, I could see how a drop in rainfall would be a bid deal.
