Actually it seems more that this distorts the meaning of fact-check.
Her words deliberately imply there was ambiguity in his statement. Because there was.
Biden was incorrect in that he made an exact claim as to the Gen.'s quote. That claim was flat wrong.
Calling something a "fact-check" has worked for a little while but how long did we expect fact-check to actually mean something that honestly checks the facts.
Surely and clearly, that time has since passed.
