You can make the arguement that tipped employees under report their income, and that is valid, but you penalize everyone whether or not you know about the honest of the individual serving you. If the owner is forced to pay the full wage and have a no tipping policy he simply slaps a 20% surcharge on the price of your meal. You pay regardless. You are just being cheap and making a decision to donate the servers deserved wage to a charity the server may not approve of. Basically your just being cheap.
