The question is how to prevent an over reaction and a swing in the pendulum that is too extreme.

I agree. The political pendulum has been wrenched so hard that the current release of so much pent-up energy has the country on a surprisingly swift trajectory towards uncertainty. I fear that the damping inertia of America's constitutional process has been crucially damaged, making future wild swings more extreme and less predictable than ever.
