When people were spending beyond there means and purchasing real estate beyond there affordability spending was up and saving was down. In a free market when spending is up and saving is down interest rates would go up as a result which would slow spending. However, the Federal Reserve did everything they could to keep rates lower, which fueled the housing bubble. Combine this with loose underwriting requirements from Freddie Mac and Fannie Mae both subjective Government institutions and boom.
