Porchia N. Manns was seen last walking to her school-bus stop at McDowell and Rich streets right outside of Downtown.
She was wearing a white jacket with a fur hood, purple shirt, khaki pants and was carrying a black book bag.
Portia is 5 feet 4 inches tall and weighs about 105 pounds.

The Amber Alert System has a strict criteria to meet before a child can be listed. The Rilya Alert was created to fill that void for children who don't qualify for an Amber Alert, mostly minority children. Not all missing children qualify for an Amber Alert and most people aren't aware of that. So many more children are missing that you will never hear about.
