She's probably encouraged because the numbers are down.
The numbers are probably down because many people died from hunger, so they can't be considered hungry anymore.

Child poverty
At the top of the child poverty league are Denmark and Finland with child poverty rates of less than 3 per cent. At the bottom are the United States and Mexico, with child poverty rates of more than 20 per cent.
Over the latest ten-year period for which comparable data are available, the proportion of children living in poverty has risen in 17 out of 24 OECD countries.

There are so many Western governments, that, while supposedly democratic, can seem genuine in their promises to maintain living standards, but the realities clearly don't measure up. The exception generally seems to be Scandinavian countries, like Sweden, Norway, and Denmark, who consistently show that the system can work in a manner that is practical. If they can do it they need to be copied. It's easy to claim there are different situations. Absolutely. But the similarity is at least the institution of democracy. But then there's the money.

I am English but choose to live in Norway, and do you know that even after paying all my taxes of which some will go to support these social services i still have more cash at my disposal than i ever had in other countries....
