I don't see the problem. The half-billion comes entirely from private sources, as the law requires. Also, there is no implied correlation between the size of the p.l. and the quality of the administration; it's mainly an archive. An argument might be made that presidential libraries are becoming larger as a result of the federal government becoming larger (as a general trend) but the presidential library does not create bigger government.
