I think the confusion comes in the many ways political definitions have been contorted. Left and Right mean different things in different countries. In America, Left tends to mean "statist/progressive" and right tends to mean "individualist/libertarian".

The issue regarding the use of the term socialism is that 1. it is not only a political philosophy, it is political movement. and 2. It is entirely descriptive of agenda in terms of progressivism, which is fascist.

He does this with socialist policies, though he may not be a socialist. He is, however, a Progressive, which is to say he is a fascist. Progressive/Fascists do not fall far from the family tree of Socialism. The don't really believe in government owning the means of production, they just believe in government control of the means of production and the roll-back of individual liberty for the "common good".
