I have a question regarding how you classify governments which I hope you would expand upon.

Unity guided by government is fascism.

Does not every government attempt to guide by unity for the most part?
Are they any governments that you would consider do not use unity as a tool to govern to some extent?
The two most authoritative seem to be governments who do not promote unity per se as opposed to an us vs them philosophy.

In the case of the Nazis it was loyal Aryans being told to unite AGAINST jews,gypsies,slavs,gays...

In the case of the Soviets it was the loyal new Soviet comrades being asked to unite AGAINST counter-revolutionaries,Trotskyites,wreckers,kulaks etc.

In both cases from the government perspective it was the loyal citizens united against the perceived undesirable elements.
