Perhaps there could be a lottery - buy your "dope up for free" passes - with the proceeds going to buy health insurance for the idiots who are too stoned to work. Of course buying locks and bars for the windows of the houses in the neighborhoods where the dopers will stealing stuff might be more effective for those who live there.

But that would look at the people who have to live with the drug dealers as the real victims, wouldn't it?
