I think he has his terms mixed up. By Atheists he means capitalists. He can't SAY capitalists because they are the "moat" around his castle. But if he says Atheists, he sends 2 messages(killing 2 birds with one stone):

One message to the capitalists saying "Tone down your misuse of the planet".
And another message to Atheists saying: "Watch out! Cause we are going to burn you at the stake."
