Though I sincerely belief the world is overcrowded, This is definately over the top.

A more realistic and economically sustainable way to fight this is by providing basic healthcare, education and old-age-care around the world.
Once people are no longer dependant upon having many chinldren so that perhaps e few will survive to take care of you in their old age, the number of births will drop.

This has happened in Europe and America, and should work similar in the rest of the world.

It might take a tad longer, but you won't have to rebuild civilisation doing it.

@Robbert: I removed your double comment.

The other thing is that, yes, there are a lot of people, but many of them are not living to old age. As any good species trying to evolve, we are left with having many children so that the odds are better that one of them will make it to old age to reproduce and have more kids. Also, 99% of the world's population does not have proper access to birth control and sexual education.

Pianka says that he was describing what would happen if present population trends continue - sooner or later a species that overpopulates its niche will have a population crash, often due to a disease like ebola. He is advocating milder measures now like birth control before nature implements more drastic measures.
