Kerr and other Fire Department officials said the new policy, which took effect Aug. 11, will not affect response times.

Let's see, if you stop, you slow down until you're no longer in motion anymore. Add that with further restricted top speeds equaling the speed limit. Uhhhh...one doesn't even need to be adept at math or physics here, it's blatant common sense (something so often lacking in public policies) that this statement is false.
