Dat betekent dat tijdens deze legislatuur de stemplicht niet kan worden afgeschaft. Daarom werken Bruno Steegen en Hilde Vautmans met een omweg: ze laten de stemplicht ongemoeid maar schaffen de straffen af voor wie niet gaat stemmen.
