This is an interesting change. I'd think that it hurts small companies who are not armed with massive legal teams to constantly file patents...which is not a cheap process either.

For these reasons, I think this change will likely hurt the small inventor and benefit the big corporations.

Specifically, it would shift to a "first to file" method of awarding patents, which is already used in most foreign countries, instead of the existing "first to invent" standard, which has been criticized as complicated to prove.
