Bush must think they have created enough chaos in Iraq.
Didn't an American company get the oil mining rights for Kurdish Iraq recently. I also think the company was not on the Bush backers list. So you could say they bushwacked Bush. Sorry

The Turkish policy over the years, including its scorched earth policy has seen millions of Kurds move west, and 37,000 have died in the conflict. Iran has recently bombed Kurdish villages, and of course the infamous Anfal gassing of 1988 came during Saddam's war with Iran. As with the Shi'ite/Sunni anatgonism, the Kurdish population also have a distinct identity, history and culture, and the Iraqi nation itself as one 'people' has never existed. This factor, plus the historical dynamics acroos the whole of the middle east are important to considering the possibilities for Iraq's future if and when foreign troops leave.
