There's the idea that if the water, electricity, fuel, money, and the military, are controlled, then the controller can 'rule the world.'
So far it's only been a theory.
I am reminded of the phrase
'Necessity is the mother of invention' which suggests that when people have no choice they have a remarkable ability to come up with alternatives that work as well if not better. On a larger scale it doesn't always work. If people lose power they find alternatives. Necessity being the mother of invention does not necessarily mean something up to the task will be invented. It's moreso a saying than a fact of life, just like Deus ex Machina.

Also, perhaps instead of inventing other methods of energy extraction and again depelting yet another newer (or older perhaps) energy source, new ways of living that call for less energy consumption could be invented.
