You can have ignorance with effort but you can't have apathy with effort. So apathy is worse. I know because that's how I got through school, high marks for effort.

I think they feed one another. The apathetic certainly don't want to know more and therefore remain ignorant while the ignorant don't know or don't care to learn and therefore fall into apathy.

Ignorance is worse.
One can overcome by learning.
Apathy is a state of mind which cannot necessarily be overcome. Sometimes apathy is a part of depresion which lasts a lifetime.
