In Wells’s view, knowledge was “unused and misapplied” by decision makers in business and government to the extent that they became “so ignorant that there is knowledge and of what knowledge is, that they do not understand that it matters”.
As a means of overcoming the economic, political and environmental consequences of this kind of fragmentation, Wells proposed that this World Brain would have the “form of a network” with its files and conferences at “the core of its being”. He advocated that up-to-date selections of documents, abstracts and quotations should be carefully classified, collated and edited in such as way as to be “not a miscellany, but a concentration, a clarification and synthesis”. Most of the knowledge work required would not be original writing, but “in the selection, condensation, expansion or simplification of existing works”.
Finally, in Wells’s view, his World Brain would be organised using “effective schemes for classification”, “extensive and comprehensive indexes” and cross-references to provide users with a variety of viewpoints and approaches.

Here's a quote from page 104 paragraph 4, "Scientists like Inomata believe in the principle of a universal mind----a vast holographically structured mega-computer(God). As I've commented before there's no doubt that Clipmarks IS playing a part in what is an awakening of our potential as the human race. In fact there's are a number of allusions to it in the Bible. One in particular that comes to mind is that of "every thought being brought into captivity to the Christ." To me this implies that at sometime we as a species will have raised our thinking to where we all are working together as one unit for our common good & I believe that is what all the great spiritual leaders have advocated. It occurred to me that the layout of the net is similar to the brain in the way that a terminal can act like a neuron,the cables and links like dendrites, and we are the consciousness. While we all have opinions with different characteristics, there are fundamental needs and views that are either identical, parallel, or able to be understood by the vast majority of people. The internet follows the same basic principle as physics, or nature. If there is a gap fill it. Humanity has hijacked the stream by advancing change that is motivated by vested interests, and ulterior motives. Now with the freedom of the net, it is possible to get a more objective view, and many contrary arguments can be compared to the benefits of proposed change. We can get a clearer view if the effects some changes will have on peoples thinking and lives, and we will be able to have instant feedback to monitor the progress of introduced technology, medicines, and social associations. The more we realize our similarities, despite the existence of different opinions and attitudes (Which are sometimes exaggerated for appearances sake), the better our ability will be, to work together, and find answers to questions we can't find on our own. For example Do we want to try and work out how we are going to make it into the 22nd century ? Everyone will have to play a different part in finding the answer. Never take anything for granted. Discovery can often prove what is taken for granted is not to be the case. Always expect to be surprised, and you'll never be disappointed.
