Mountain areas are particularly susceptible because they "catch" the pollutants as they fly by in high altitude winds. We are all interconnected, and yet we have no real institutions that are functioning on these issues in a globally interconnected way. Yet nation states don't seem to be able to protect their inhabitants from this type of agression.
