It is interesting that he suggests Iran could be dealt with by other means. Is he implying that it would be correct to assume Russian and China could not be dealt with by other means?

Of course it is, it always was. Its a stupid idea, wasteful and aggressive, but this administration is not know for shall we say, peaceful overtures.
