The question to which I have not seen the answer is "Who appointed Ayers?"

Good question! Ayers and two others wrote the grant application that resulted in the Chicago Annenberg Challenge.
The three co-authors of Chicago's winning Annenberg Challenge $49.2 million grant proposal were:[18][19]
