Did anyone really believe him in the first place?

He must be impeached and tried for war crimes.
And he should be forced to pay reparations to Iraq and to the American citizens that his budget cuts have harmed.

I have never had Bush spoil my sleep, but would regard it as a nightmare if he did.
The clip just says so much about Bush. He just couldn't give a stuff about anyone but his organ grinders.

The Bush administration has been pretty consistent since the beginning in evincing a belief that no one would ever look at budget numbers to see if they backed up his sloganeering.

I did not think it the role of the President to allocate funds. Especially in the context of programs where a SUGGESTED initiative is not yet law.
It sounds to me like his remark is an appeal to Congress.
Also, why would there be the necessity for additional funding, when the funding is there. This request by the President was to enable the transfer of benefits already allocated.
