Have the child told by the Judge upon sentencing that if the parents do not issue his judgement by publically spanking the child with their bare hand one of them will have to serve the childs time in jail. Then release the child to the custody of the other. If they do comply willingly, send the child home on probation for the legth of the jail time that would have been served by the child and if the parents or child fail probation repeat medication with a kind and loving hand to emphasize the anal retentativeness to both part-yehs.

begint does make sense...
if you were dealing with a normal child a good public spanking, would douse the firebrand thoroughly; but that is no normal child and I doubt he fears his parents and probably wouldn't be phased a bit by a bare-hand spanking (wooden rulers didn't bother me for long at that age). You need to get in this child's head, give him something to look forward too and fill his time with something constructive...its obvious he had too much time on his hands..
of course after some serious punishments - throw the whole punishment book at him

I'd say spanking is too late for this kid.
