Rove actually peddles the idea that the Iraq war resolution wasn't a Bush administration initiative. Rather, it was a Congressional one by the Democrats.

Clearly, the GOP is feeling nervous about how the war will hurt them in November and they want to spin it as much as possible as the Democrat's fault.
