The govt doesn't like responding to their own disasters, so why help others.
The claim will be that the US is the biggest contributor to the UN who should handle the disasters.
Surprised that there is no action from Bush to help his good buddy in Mexico. Maybe he suspects that the aid will be lost to his good buddy and not reach the people.
