If they are anything like the US, they will have loopholes
allowing businesses to build in the future. It seems to me to be a calculated move to get protesters to back off of the motorway.
Excuse my cynicism.
I find the idea of any intrusion into this monument of epic historical importance, to be beyond obscene.

Well, Ireland's economy is in the toilet, so I suppose if there are jobs to be had here, the pressure will be on the gov to create some

They (want to) pave Paradise and put up a parking lot.

I've visited the Hill of Tara. It is a beautiful, uncanny place. Malls and shopping centers and the like have no business being anywhere near it.
