The disturbing fact, as the council reports, is that almost half of all Canadian adults, 48%, have low literacy skills (42% if seniors over 65 are excluded). Initially this seems hard to believe, but before we reject the findings as hyperbole, we need to recognize the distinction between low literacy skills and illiteracy.
