There is no doubt that the actions of Al Qaeda and the many other terrorist groups with which we fight are accurately described by the quote.
But that same statement if made by an Afghani Pashtun in describing the recent US attacks that killed multiple civilians would sadly be equally accurate. (The only difference being many Pashtuns had not considered themselves at war with us before our recent attacks.)
When the US kills civilians as part of a grand plan to rid the world of evil doers it is murdering innocent people for to achieve a ideological objective.
That is wrong no matter which side does it.

Perhaps this recent series of attacks in Pakistan killed some actual terrorists. Does anyone seriously believe that will lessen their numbers? I'd think they are jammed with new volunters as we have created a large number of people who just might hold a grudge against the government that had just slain some of their innocent family members.
Perhaps killing innocents is worth the cost to us "in the end." If so how that will happen is beyond my understanding.
