Alex Hess, the building manager, found the mess when he arrived home a few moments later. He wasted no time getting even. After pouring bleach on the urine, he marched upstairs to his apartment and reviewed the security footage. He marched back out with posters of the man with the title, “SMALL PENIS ALERT.” “This man has been peeing in our building for years,” the poster reads. “Do you recognize him, or his small penis?” Mr. Hess, 26, has also uploaded the footage to YouTube, where it has been viewed nearly 5,000 times in less than a week.
