The government didn't send troops over there with NO armor, troops were sent with the armor they had because the military had not been given enough funding to provide body armor (instead of flak jackets) for all of the troops. Humvee armor? Humvees are lightly armored by definition, they sacrifice armor for speed. There is no such thing as an up-armored humvee. (At least there wasn't until we had to adapt to a new weapon: the IED) As for reinforcements, only one or two people, like General Shinseki, believed we needed so many troops. Besides the fact that it wasn't actually Cheney who sent the troops there, he didn't send troops to Iraq knowing that they would be lacking resources. Neither did Bush, neither did Congress, neither did most military commanders. Like I said the only people who thought we should have provided more at the time were a handfull of top military brass.
