I think a better or more simple answer is either a scantly clad women walking or jogging, or a minor accident causing unnecessary breaking resulting in a jam.

I believe that I saw work done ages ago, I think by Germans, on this type of effect backwards on traffic. It's at least 3 and maybe 6 years ago, or even longer.

Many traffic jams leave drivers baffled as they finally reach the end of a tail-back to find no visible cause for their delay.
